There's a good case to be made for San Fierro being the most underrated city in GTA San Andreas.

However, there is still an aura of grandeur that surrounds San Fierro. No city is bad to visit in GTA San Andreas, and San Fierro is no exception. It's a genuinely fun city to look at in the game, mainly because of its differences compared to the other big cities in GTA San Andreas.

5) Exports and Imports
Each city in GTA San Andreas has something unique that a player can only do in that specific location. In San Fierro, players could import and export vehicles. As the name implies, importing costs them some money, while exporting gives them some money.
Note: you can only import vehicles that have already been exported. Of course, GTA San Andreas players can't just export any vehicle they see; they can only export those that appear on the blackboard.
This feature rewards attentive players and also gives them an excuse to explore all of San Andreas.
4) Good vibes from San Francisco
This reason is secondary, but still perfectly legitimate. Anyone who has been to the city in real life can see the similarities between San Fierro and San Francisco (as if the initials weren't obvious enough). If you like the real-life location, chances are you'll like the fictional one too.
San Fierro has two iconic bridges that resemble real-life ones, but the general architecture of the two cities is also similar. San Fierro is noticeably different from how Los Santos and Las Venturas feel when the player is exploring the three cities.
Furthermore, the field also looks radically different in comparison.
3) It looks like the most normal city in GTA San Andreas
Los Santos has a lot of problems. Some of them range from gang violence to literal riots. In comparison, Las Venturas looks like a normal city, except that it's riddled with mafia troubles in a desert setting.

Everything in San Fierro feels more subdued compared to the other locations in GTA San Andreas, and that's part of what makes it so refreshing.
2) It is the smallest city in GTA San Andreas
Being the smallest town can be an advantage as well as a detriment. It entirely depends on what the player values in a video game. If a city is too big to explore, it can feel daunting and a waste of time to do so. However, by the same token, it would also mean smaller cities are more pleasant to navigate.
GTA San Andreas is a huge GTA game all things considered. So it's nice to see a small town that allows the GTA San Andreas player to get from point A to point B much faster.
It also means it's easier to collect Snapshots naturally as a collectible because everything is organized more neatly in San Fierro.
1) CJ rebuilds his connections here
Fans of GTA San Andreas history will likely remember how CJ was practically bankrupt and powerless when he inherited Doherty Garage. He was trying to figure out how to earn some money and help get his brother out of prison, so it seemed like a dangerous situation.
Fortunately, CJ befriends many useful contacts in this area. Allies like Wu Zi Mu and The Truth are fun characters to have around, not to mention how interesting it was to see Doherty Garage grow as a business.
Of course, it's not all sunshine and rainbows here. CJ still has to deal with Big Smoke's connections. He gets rid of the Loco Syndicate, before moving on to the next part of the game's plot.
