5) Vagabonds
Tramps are one of the most intriguing NPCs in the GTA franchise. In GTA 5, Tramps will hold a sign for money that states they were stolen by Serbian men, which is a reference to beloved protagonist Niko Bellic.
In addition to holding placards, they can follow players to the vehicle, and in GTA 4, they will even call the police on players if they fire a gun or commit a crime nearby.
4) Military
Military NPCs are present in almost every GTA game and they work the same way. However, in GTA 5 the AI works extremely well and because of this, players can be arrested by the in-game military upon reaching the wanted level.
