5) Ken Rosenberg
The GTA Vice City instruction booklet considers hiring a lawyer to be the smartest decision. Ken Rosenberg may be a coke-fueled lawyer, but he remains competent at his job. Whenever a player is arrested, Rosenberg offers him a free card to get out of prison.
At the start of GTA Vice City, Rosenberg was the only friend Tommy could safely count on. In addition to his legal obligations, Rosenberg also helps with prep work for an upcoming bank robbery.
Unfortunately, Tommy starts to drift away from Rosenberg. By the events of GTA San Andreas, six years later, he sends his former lawyer to rehab. As soon as he leaves, Rosenberg discovers that Tommy has cut communication with him.
4) Juan Cortez
Retired colonel Juan Cortez had an interesting life. He survived several death sentences and military coups, always climbing the ranks of crime. Cortez is one of Tommy's first mission givers in GTA Vice City. His daughter Mercedes also introduces Tommy to several important characters.
Always friendly in his interactions, Cortez vows to track down the thief who stole the coke and money. Although he didn't want to name names, Cortez suspects Ricardo Diaz was responsible.
Tommy shares his suspicions and begins plotting against Diaz. Eventually, he takes down the drug lord and starts running the business himself.
3) Knows Paul
While quite arrogant with criminal aspirations, Kent Paul is relatively harmless. He mainly acts as a rumor specialist - he always knows what's going on in GTA Vice City. Most of the time, Tommy physically assaults him to get the information he needs.

With his cover blown, Tommy must save Lance and make a preemptive strike against Diaz. Without Kent Paul, an unsuspecting Tommy would have fallen into a trap eventually.
Kent Paul gives Tommy several useful tips, such as the location of a counterfeit money syndicate. This allows GTA Vice City players to get the edge they need over the competition. In parallel, he also serves as the manager for Love Fist.

Whether or not Cam survives is up to the player. Either way, he won't be seen again once the bank robbery is complete. While the game seems to imply that his death will result in receiving part of him, this is not true. The amount remains the same regardless of whether Cam lives or dies.
1) Phil Cassidy
Phil may not provide much support in the bank robbery, but he will help the player in other ways. He gave Tommy a few jobs later. After a series of missions, Phil will sell you the most powerful weaponry in his local compound.
GTA Vice City players can always visit Phil's Place for the latest on surplus military. Whether it's a remote grenade or minigun, these weapons will make end-game missions easier. Players can also earn money from this asset.
Phil may be drunk and subject to reckless decisions, but he is good friends with the GTA Vice City player. At this point in the game, players could pay for their military weaponry. Damage and devastation has never been easier.
